country construction, cutting off a critical highway. drivers crawling along abc seven news at 4.30 starts right now. all ways live abc seven news starts right now. let's get straight to that big traffic headache in the north bay. caltrans tried to warn people. wineries tried to warn people, but it's still catching drivers by surprise. good evening and thanks for joining us. i'm j.r. stone. this closure on highway 37 lasts all weekend. and that won't be the end of it. caltrans is just beginning a major repaving project on westbound highway 37. the road is closed from vallejo to sears point. abc seven news reporter cornell bernard is live in sonoma with an update on the construction and that brutal traffic cornell. >> yeah, brutal is right, j.r. that's for sure. this is definitely not the day that many travelers who are passing through wine country expected. we are here at the intersection

of highway 121 and highway 12. this is part of the detour or around highway 37. as you can see, lots and lots of traffic here. and that detour took many drivers by surprise today. what do you think about this traffic? >> it's crazy frustrated drivers facing big delays in wine country. >> highway 29 through napa can be congested on most weekends, but this was especially tough because cars are being detoured away from highway 37. and here's why. caltrans is repaving the westbound lanes of 37. the 55 hour closure, which started friday night, stretches seven miles from solano to sonoma counties. >> we're doing almost 5000 tons of new asphalt in total for this weekend, and over 300 trucks will be needed. >> caltrans says the project will continue over the next four weekends to repave both west and eastbound lanes. detours are posted, so we asked the motorists. >> the travelers and the public to one plan ahead.

>> the drivers, like mary mcquinn from placerville, say they didn't know anything about it. she's going to rohnert park. we're trying to see a baseball game at 2:00. >> oh, no. yeah, they're repaving it today. >> oh, all day. >> i see it all weekend. all weekend. they sure picked the right times to do it right. >> it's been a long time sitting in the van. it's taken us an hour and a half just to go 13 miles. >> it was. it was awful. >> lexi griggs and her friends are trying to get to petaluma. >> it's been a long journey. our eta went from 1:00 to 130 to now two. so it's not been fun at all. >> the chp posted on x telling inbound drivers to use the richmond-san rafael bridge. but check it out. even that was backed up by saturday afternoon. bianco winery in the sonoma valley, posting alerts on their website letting visitors know about the highway closures and detours. caltrans urging drivers to be patient if you're local, you. >> you have driven state route

37. you know that the work was needed and it was due. >> yeah, drivers complain there are just too many potholes on highway 37. that construction will continue through the weekend of may 11th. so as caltrans says, plan ahead. we're live in sonoma, cornell, bernard abc seven news cornell. >> thanks so much. wow brutal images there. developing news in the east bay. a crash left a dozen cars smashed up in el sobrante today. just look at that car upside down. chunks of metal and glass all over the road happened this morning on san pablo dangum road. two cars seemed to have the worst damage with several other cars banged up. a neighbor told us his mom and aunt were in one car, hit head on by another driver. he says his mom was not hurt badly, but his aunt's in rough shape. >> basically, the whole steering wheel was like pressed against her. she was pretty bloody. her face was bloody. it was pretty bad. it's not clear what led up

to the crash or what happened to the other driver involved. >> as part of our commitment to following the story here at abc seven, we have a sad update to share. the oakland police officer, hurt in a bad crash several years ago, has died from his injuries. officer jordan wingate was on his way to a call when he crashed into another car and a semi-truck back in august of 2018. he ended up in critical condition. 29 year old was forced to medically retire. oakland police say wingate died this morning surrounded by family. new developments at the us capitol, where the sun is setting on a busy day in the house. billions of dollars of aid for ukraine and israel passed in a bipartisan vote. abc's new abc news reporter rachel bade breaks down the bills and why today's votes are so unusual. the bill is passed after months of delays and gop infighting. >> the us house voting saturday to provide $95 billion to allies

abroad, a major win for the white house and speaker mike johnson. in a rare move, democrats crossing the aisle to help republicans clear a series of foreign assistance bills. the package would provide. $61 billion to help ukraine fight russia 26 billion for israel just days after iran attacked the jewish nation and 8 billion for the indo pacific, where the rise of china has national security experts worried a fourth bill bans tiktok if its chinese owner doesn't divest and changes some foreign assistance into a loan. an idea first floated by former president donald trump. >> if we turn our backs right now, the consequences could be devastating. this afternoon, the house acted and we sent over to the senate and it will be transmitted shortly. >> the boat landing speaker mike johnson in trouble with some in his own party, particularly those who remain skeptical of helping ukraine shame on the american government and our military and our government should care about protecting the national security of the united states of america and the americans that pay their hard earned tax dollars to fund all of this. >> supporters, however, arguing that the package protects

national security in the long run. >> if you want peace, give the ukrainians the strength to stop putin. >> on saturday, senate leaders unveiling a plan to take up the package this tuesday. but in the halls of congress, speculation about whether speaker johnson can even keep his job is what's dominating coffee pot chatter. a band of maga aligned conservatives threatening to oust him as speaker. any day now. >> this is like a ratchet. the pressure will just keep building the speaker's overdrawn on political capital and he's going to go bankrupt. after this vote, rachel bade, abc news, washington before we move on some extra context about that tiktok ban passed as part of today's aid package. >> don't worry, tiktok isn't going away right away. the bill would ban tiktok in the us, but only if the social company's china based owners don't sell within a year. bytedance would likely sue before that happens, arguing a ban would limit users first amendment rights. lawmakers from both parties are worried the chinese government could take user data from the

app. a former giants coach set off a federal investigation after posting a video in the pilot seat of a united flight. hensley bambam mullins has since deleted the video from the flight last week. from denver to toronto, it showed the longtime giants coach and current rockies hitting coach sitting in the captain's seat, joking about landing the plane. it's illegal for unauthorized people to be on the flight deck. united says. it was a clear violation of its safety rules. rockies manager bud black says mullins apologized and his job is not at risk. new at 430, oakland appears to be determined to keep one sports team in town. it may spend $20 million to buy properties for the city's minor league soccer team. oupartners at the bay area news group report the city is considering buyingut two properties from alameda county. one is the old raiders practice facility on harbor bay parkway, right next

to the oakland airport. the other is a giant lot next to the coliseum known as the malibu lot. right now, the oakland roots fc practice at the former raiders compound, and they want to build a soccer stadium on the site near the coliseum. the city and county have co-owned the properties for years. at the end of the month, the oakland city council is set to vote on buying out the county shares. today is april 20th, better known as 420, a day celebrating the consumption of cannabis products. and for those partaking in cannabis culture, hippie hill is san francisco's golden gate park is typically ground zero for the celebration because of the city's budget restraints and lack of sponsors, the festival was scraped this year. scrapped, that is. that doesn't mean people didn't show up. crowds were there for more informal gathering, celebrating 420 earlier in the day, the san francisco rec and parks department held a field day with volleyball and kickball games. lots of people in the park

shootings on this day in 1999, two students at colorado's columbine high school killed 12 of their classmates and a teacher. at the time, columbine was the deadliest school shooting in u.s. history. since then, 415 people have been killed in school shootings, and more than 900 have been wounded, according to the gun violence archive. renters in parts of the east bay now have new protections in place from massive rent increases. concord's new rent control law just kicked in. the law applies to people renting an apartment built before 1995. landlords can't raise their rents more than 3% each year. the rules would have kicked in weeks ago, but a group filed a petition trying to put it on the november ballot instead. city says they did not gather enough signatures. it's been a

difficult week for tesla, motors company announced it's laying off 10% of its workforce. then a recall on its cybertruck. now, the auto giant says it will also reduce the price on three of its five vehicle models. the new starting prices will apply to tesla's y, s, and x models. the y is the nation's most popular electric vehicle. its price has been dropped to $42,990. the model s will now and the luxury model x is now priced at 79,990 $90. those are all about $2,000 cheaper. a whole lot of people are spending their saturday picking up trash celebrating earth day by giving our planet a helping hand, we all remember what it felt like to ride on one of these trains with those fabric seats. today, they're getting their final sendoff rolling into the history books and you couldn't ask for a nicer weather weekend. abc seven

what better way to celebrate than taking care of mother nature in oakland? volunteers picked up litter at spots across the city. more than 100 people walked along estuary park, hauling out trash, big and small. volunteers on boats helped pull garbage out of the water. organizers tell us they came across a lot of plastic, something they wish we'd all use less of. >> so many people are more aware of the plastic pollution and garbage, and i do think that people want to make a change, but just the little things that people can do to stop using plastic and be more aware of the garbage they create would really help us for uplifting our earth. >> organizers say volunteers picked up about 3,000 pounds of garbage in just a few hours, and conquered the city, organized events to spruce up several parks this is from the cleanup at the markham nature area off of cal road. join right now by spencer christian. you think maybe if it's a nice day they

get double the trash right there? you'd think so, right? well, i hope so, but we can we can build a better bay area and a cleaner earth. >> but you can't build a better day of weather than we had today, right? exactly. awesome. beautiful. let's take a look. we've got a pretty brisk onshore flow of wind right now. and as a matter of fact, wind speeds at the surface are pretty impressive. we have gusts up to 25mph at sfo and here in the city of san francisco, but very pleasant weather with sunny skies and mild conditions. right now, the 24 hour temperature change shows it's about 2 to 4 degrees warmer, generally in the bay area than at this time yesterday. nine degrees warmer in places like santa rosa and uh- down on the mountain view area. so let's move along and take a look at current reading 61 here in the city, but upper 60s in oakland and hayward. palo alto, 6673 at san jose and 59 at half moon bay. blue sky and breezy conditions at the golden gate of the temperature readings right now 64 petaluma. but low to mid 70s at santa rosa and napa and mid to upper 70s at fairfield, concord and livermore. and now we'll check out our forecast headlines this

evening. it will be mostly clear early with a few clouds, mainly high clouds moving in late tonight and overnight. then tomorrow and monday. sunny and springlike. warmth once again. but the middle of the next week will bring us more clouds and a sharp cool down, so be prepared for that. but right now though, we're looking at the forecast animation overnight. you'll see a few high clouds swinging through right around midnight and continuing up until about 4 a.m. or so. then the skies will clear and we'll start the day with sunny skies tomorrow. overnight, low temperatures will be mainly in the low 50s, especially right around the bay and even into some of the inland areas, so it's going to be very mild overnight. in fact, over in antioch, a low of only 55 degrees. and so that's not much cooling overnight there. then tomorrow, another spectacular day, much like today, we'll see high temperatures in our inland areas in the low or even low to mid 80s. fairfield 83, antioch 84. even right around the bay shoreline, we expect a high temperatures in the in the mid to upper 70s. so it will be a very mild to warm day. and on the coast 61 will be the high at
