appeared to be intoxicated. they claim he tried to strangle the officer at one point. they say had he was thrown into the sheriff's car creating some damage. >> does the use of the taser cause ervin ne injuries? >> his head did cut when he fell down. paramedics were called. they sent him to the hospital to fix up his head. you see foiks and witnesses itht this. >> that's some [ bleep ] man. >> lots of people claiming he didn't do anything wrong and upset this taser was used. >> keep that video going. >> oh, i am. i am. >> as the sheriff's office said that this was justified? >> some reports say the sheriff's office has seen the video, investigating it and seems the deputy followed protocol. he's charged with strangulation, damaging a patrol car, public intoxication and disorderly conduct. >> taiz me if you want.

> the international community has reached out to bosnia and serbia because of devastating floodings. 12 people have died in the flooding over the last few days. they've gotten three months worth of rain in just three days. they didn't have the infrastructure to handle all this water. >> they said this was the most severe flooding they've had in 120 years. they had rescue teams, high capaci capacity drainage pumps, helicopters loaned from other countries because they weren't prepared for this. here you see the slovenian army in bosnia, see all these houses have been flooded. they were executing a rescue where this baby was in a flooded home and there you can see somebody in the military with a baby carrier and you do get a look at the baby's face. the baby doesn't look like it's fazed by what's going on. >> best rocker he's ever been

on, that's why he's having a good time. >> here in serbia, more rescues being attempted. here you have people going door to door, some on foot, some in boats, trying to rescue people. as you see here, no person and dog left behind. here you see rescuers saving a lady's dog. >> it's so important they're doing this. obviously there are people that can rescue themselves but there are so many people that can't. >> think about it not everybody has the monetary means to get out and go somewhere. some people that's the only place they have. they have nowhere to go. i have several videos for you guys that capture hooligans on the streets of oakland that are making its residents very, very upset. they're doing this burnout on the street. often times causing really severe street blockages. >> sadly, this is what oakland is becoming known for, the side show, the big, huge car

gatherings with everybody, you know, showing no respect for rules of the road or anybody else on them. >> and then you see a big backup ahead. a bunch of red lights. cars are stopped. you're thinking is there a red light? no. they're being blocked by a vehicle doing a burnout right in front of them and then we see the smoke from the wheels. you're wondering where are the sflis check this video out. there's a burnout happening. another vehicle. and then the camera pans over and you see a police officer, patrol car with its lights on in the back but almost immediately -- >> [ inaudible ]. >> because these guys see red and blue flashing lights doesn't mean they're going to stop. >> hear people in the video saying "f" the police as they're throwing bottles at them. >> everybody says that until they need help. >> eventually that police officer does end up getting some backup.
