massacre. students and faculty at uc santa barbara join friends and family of the six slained students in an outdoor memorial service. the crowd applauded viktor martinez, the father of one of the victims when he sent a message to change gun control. >> to many people have died and there should not be one more. >> the start of the ceremonies had to be delayed because so many people showed up to attend. they were there to remember david wong, george chen, james honk, veronica white and skate rin cooper and chris martin mess. the three young men first to be called were remembered with fondness and sadness. we learn how their former

return for a public memoriam here. students at uc berkeley are planning to hold a vigil tomorrow night set at 8:00 at memorial glade, the large area near the main library. people are being asked to bring a candle to light. a meeting is going on at oak land's problem for the police understaffing. rob ross shows us this new proposal. >> oak land police officers are stretched thin, four years ago 801 officers on the street and today just 649. >> you want to just turn the place over to the crooks? i don't. i don't want to have to worry about walking down the street at night but now i do. >> according to city council shaft who was running for oakland mayor, some police officers are not on the street because of injuries and training. >> part of the problem is that

the administration was unrealistic in its projections of new officers that would be produced by their training academy but by how many officers were retiring. >> jennifer lee says that there is a plan to ensure the police department will get the number of officers approved in this city budget and one proposal calls on the mayor to create a plan for attrition and to delay officer retirement. >> time has proven to us that even though we put money in the budget for a certain number of officers the administration has not been able to deliver those officers. >> police chief sean win will increase the number of officers to more than 700 by this fall. councilman noel guyo supports the plan. >> today our community policing and problem solving efforts are being compromised. that was rob roth

reporting. oak land mayor jean qwon is glad to know of the support and wants to work with the city council to fund the safety council priority. if approved it will go to the full council in early june. a father of three was shot to death three years ago and gathered this evening to remember him to find its killer. the vigil marked the death of 30-year-old ron kid that was shot to death while driving home at 7th and market in west oak land. this could happen to anybody. it could be your son, your husband. your dad. anyone of your family. it won't stop. >> detectives say they have little to go on and not a good description of the vehicle used during the shooting. the $10,000 reward is being offered and police hopes someone will come forward with a lead to break the case. a teenager was injured by a drive by shooting in san jose that says her and her cousin running for cover. carla rodriguez said a bullet flew in to her arm and sent debris in her arm and chest.

>> i was in the house and one of the bullets bullets went inside and passed mean in my chest and arm. >> rodriguez and her cousin went outside 4:30 because they heard their car alarm go off. they live outside of allarock avenue. she saw a strange man hiding behind her car and was telling him to believe when the gunfire began. >> he was explaining it and i said leave, i don't want you hear and then there was an audi that started to shoot like crazy. >> the cousin scrambled and police say they are lucky they weren't shot and the girls say they will call the police next time. evacuations are under way where a fast moving fire is burning close to one hundred homes. it has grown to 900 acres since it started. firefighters have been brought in to help from the south bay

and up against dry weather. one home destroyed and evacuation centers have been set up for homes forced from their home. the fire is 20% contained and no word on a cause. the drought is affecting all of california but the pain is not being equally shared. some water companies in barns can use as much water as they want and others don't and the discrepancies go back a century. >> the city of san francisco is one of water rights holders in the state but just how much water it uses is not closely monitored by the state. what does the utility do to make sure it is not wasting water? >> well, we actually conserve all of the water we can in terms of making sure that we are putting the water to the right use. the associated press identified the sf public utilities commission as one of nearly 4000 entities with grandfathered water rights because they stake their claims more than 100 years ago, that

includes farmers benefiting from laws in the 1800s. >> the real system of tracking the water gets completely broken right now. >> doug beache with the national forest defense counsel sill is concerned that the state collects water use records from senior water rights holders every three years. >> the concern is that not everyone has the same incentive to conserve water. when you have a water right, you may not have to do the same things that some of the juniors do. >> and it means some farmers have to let the fields go drive and others have more than another water. pg and e is among the water rights holder and the president promised the utilities is doing its part to conceive. >> it is something we focused on and take it seriously as a company on our own responsibilities to reduce. >> pg and e points out the vast majority is for generating power allowing it to be used by other water districts and california has required more water use reporting but the ap

without my eye glasses. the other student says he was tackled and choked and pepper spray and some say the authorities went too far trying to control the crowd. ccsf had no comment saying they had not received the notice of claim for the first step before a lawsuit. a key vote in sacramento tomorrow in the battle over a san mateo county beach. surfers and conservation groups went to the capital to keep martin beach open to the public. billionaire capitalist brought the property in 2010 and closed the road leading to the beach. the state senate will vote tomorrow on a bill to negotiate public access. activists say that the billionaire has clout in sacramento as one of the largest political donors. >> if the people of california are concerned about the ethics of the senate and legislature, they can see no finer example of how the process works than how this situation works.

the surf writer is suing the foundation. closing arguments are set for thursday. strong winds today dropped temperatures a good five degrees. no fog. just cooler with those strong winds. we have gusts up to 35 miles per hour. the water temperature out there is pretty chilly so the onshore winds cooling us off today and they will continue to keep us cool. we have a strong bridge off the water. these are the highs from today and down a good -- in the valley spot, they are about the same, a little cooler and around the bay ten degrees cooler. oak land and fremont 77 and so temperatures down everywhere for the most part and they will stay down in the 70s and low energy range. if it was winter it would be rain but this time of year it

brings you onshore flow, without the high, there is very little fog to speak of. even though it is cool along the sunset district. clear conditions and temperatures just in the upper 50s. low 60s. currently san francisco 62 degrees and san jose 70 degrees and temperatures will drop down in the 50s. mid-50s in the warmer spots and the low 50s in the cooler spots. forecast highs tomorrow, we are looking for temperatures mostly in the 70s. with a few low 80s showing up in the warm spots. these are the numbers, 83 in zackville and 82 in the fairfield area and 82 in clear lake and 72 in richmond and not much different except cooler in the upper 80s and tomorrow in the mid-80s. the inland spots cooling and most will be exactly where we were yesterday. this pattern kind of holds right through the bay area week into the weekend and changes on friday and saturday. as we look at the bay area, five-day forecast with your weekend in view.

california lottery. lane splitting by motorcyclists is increasing as a way to beat a small commute. the motorcyclists drives down the line and california is one of the states where it is legal and that may be the reason for more accidents involving motorcycles. chad bear has been commuting for 17 years and splits lanes and says it is risky with distracted drivers. >> the cars are packed together
