child. they call them safe passports, and they are exclusively for children. david trujillo is looking into mexico's latest plan to protect kids. thank you so much for joining us.>> would begin tonight with details on a disturbing crime in san jose, three people under arrest tonight, accused of kidnapping and torture.>> ian explains at least one of the suspects may also be linked to another major crime.>> accusations of kidnapping, assault, and torture in the san jose evergreen neighborhood caught neighbors offguard today.>> that's really shocking. >> sends a police believe they kidnapped him in the night of the very 13th, and brought him to a home on million court, where police say they assaulted

and tortured the man. neighbors say this is the home the s.w.a.t. team rated as part of the investigation. police don't believe the victim knew the suspect, but they do think he was abducted in the area.>> it goes to show that people are really out there doing violent crimes. but the detectives did such a thorough investigation, they said not in san jose, you can get away with it. >> the victim was released and turns up in the hospital two days later. police executed search warrants, arresting the trio at different locations, and confiscating illegal gambling machines and illegal drugs. the home that got rated has been a problem house according to neighbors, and they tell us it has been rated at least three other times in the past.>> we are really nervous, there have been so many different people in and out of that house. that trio faces robbery, kidnapping, and assault with a deadly weapon charges. and the sheriff's department believes one of the men

organized a retail theft crime ring. they released photos in that case today. 13 people were arrested. deputies say they seized $150,000 worth of items, including merchandise from home depot, lowe's, macy's, and sunglass hut. he is the primary subject of the investigation, he is what we are referring to as the fence, the individual who receives stolen property and prepares it for dissolution and sale.>> as for what happened on million court, neighbors hope it is the last police raid they will see. soon we hope this will be the end of it. in san jose, ian cole, nbc bay area news. another retail crime bust, this time in san jose. three people were arrested for stealing from multiple stores. police say they had more than $1000 of stolen items in their possession. when officers searched the car,

they found another $12,000 in stolen merchandise. these photos show several electronic devices among things police found. two of the suspects were booked into jail, a third minor was booked into juvenile hall. an explosive lawsuit has been filed in the case of a teacher and coach arrested for sexual assault of a minor. sean thomas that a 15-year-old student pregnant, and then forced her to have an abortion, decades ago. it alleges a school dean helped cover it all up, that dean was the teachers wife. robert joins us from the hall of justice in san jose, with the details.>> it is a complex and troubling situation, that teacher and coach was arrested last month, he will be in court facing charges of sexual assault of a minor, that minor is now an adult, in a lawsuit aimed at thomas and the school district, is demanding justice.

the arrest and lawsuit are causing quite a stir, even though the incidents occurred two decades ago. after teacher and coach sean thomas was arrested for the alleged sexual assault of a 15- year-old, the lawsuit was filed last night with more detailed accusations of what thomas supposedly did.>> the abuse occurred on school grounds. he impregnated her, forced her to have an abortion. it was so difficult for her to have to make that decision at such a young age, but he insisted, to the point where she had it at 16 weeks.>> we spoke with the alleged victim's sister, who echoed the details in the statement. at their request, we have obscured her voice and are not using her name.>> she thought it was her fault. she felt so much shane and guilt, especially after being forced to abort her child. >> after the abortion, she decided to report it to a

school dean she trusted, sarah thomas, even though the alleged victim knew that sarah thomas was sean thomas's wife. >> it was not obscure, it's clear as day, he's having with me, and the wife blamed her. instead of putting the safety of students as top priority here, she protected him, and she said how could you do this to me, after everything i've done for you?>> for the first time, after 20 years, coming to the realization that she was just a child.>> in a statement, they said although the current leadership team was not at the district in 2003, they take the allegations seriously, and they are deeply concerned. our foremost commitment remains the safety and well-being of students, family, and staff. we will continue working with law enforcement to protect the community, and support any victims in this case. at this point, the alleged victim does not have to detail

what damages she is seeking, expect except to say that she wants better district policies when dealing with these kinds of situations. san jose police say they cannot provide any more details, because it is still an ongoing investigation. in san jose, robert handa, bay area news. the fire chief is speaking out for the first time since our exclusive report that explains a fire captain had been arrested for attempted lewd acts on a child. court records show spencer parker now faces three charges of attempted lewd acts on a child. fulsome police arrested parker during what appears to be a law enforcement sting. court documents accuse him of sending illicit pictures to a person he thought was 13 years old. the police chief calls it unacceptable.>> the charges depict reprehensible behavior, completely unacceptable to this

organization, completely unacceptable in open society, and it looks like that individual will be facing criminal charges, certainly not as an employee of the san jose fire department anymore.>> the county sheriff is said to release the results of the full investigation on monday. a san francisco construction company has been cited for safety violations after a trench collapse, killing a worker. this happened back in september. crews were working on a city sewer line when the trench suddenly collapsed. 8 feet of dirt and concrete fell on top of the worker. the company was cited for eight violations, and will have to pay $371,000 for failing to protect employees. it's no secret that california is facing a housing crisis. while there is more work to be done to create affordable housing, the city is highlighting recent strides. a new housing development in

the fruitvale area, it's the leaders latest addition to the fruitvale affordable units meant for working families and essential workers. they also touted the efforts of the housing justice team. the task force works to enforce laws across the state.>> it is a justice issue when we are not getting enough housing and folks who do not have access. we have asked all of our cities to act in good faith, to follow the law, and to do your part. it is that simple.>> they also took a hard hat tour of the new cultural hub in the village. a new security feature is aiming to derail those looking to traffic children. the mexican government is requiring all passports from minors have a passport picture

of both parents. we have a look at the latest attempt to solve a growing problem. >> advocacy groups applaud this move, they say every bit helps in the fight against crime. this is the new passport for children being issued by the mexican government. it features a child's picture, and the picture of both parents, including their security information. the vice consul explained all the security measures in place, including a retinal image for each applicant, in an effort to prevent the trafficking of children. >> people could affect other persons with human trafficking. >> the measure aims to prevent parental abductions, since the consent of both parents is required for the document to be valid. >> california is the state that

has the most cases, by far.>> the director talks from us in utah, where she happens to be attending a conference on human trafficking. so far this year, 65,000 unaccompanied migrants have arrived at the border, making them vulnerable to human trafficking, which is why she is among those applauding the new passports.>> anything that can be done to increase awareness, to increase safety for minors, it's very important. i think it is definitely a step in the right direction.>> this is their latest solution to a very real threat, but it won't be there last. they say they are always looking for new and better ways to keep children and families safe. in the south bay, nbc bay area news. up next, the city canceled it, but that won't stop the party, and a nontraditional church is stepping up to make sure

tonight we are learning more about the man oakland police shot and killed in west oakland. segment of police have identified the man, dominic was on the run after killing his girlfriend in second to last month. the shooting happened at 9:30

p.m. last night, near 9 60th st. and filbert street. second to police notified opd that they were looking for a harmonized homicide suspect it believed in that home. officers arrived at he came out of the house with a gun, and that's when oakland officers fatally shot him. no officers were shirt - - no officers were hurt. a spark of new life tonight for the annual marijuana meet up, the hippie hill event is officially not happening, organizers cited a lack of funds, but now a nontraditional church is making sure anyone who shows up to the unofficial party has what they need. scott is at hippie hill with the latest.>> a bay area church of all things says it will step up at golden gate park, for those who want to light up on 420. it's called the church of

ambrosia, it's headquartered in oakland, no formal event doesn't mean people will show up. they been working with several groups to make the whole thing possible, raising money to get some of what is needed on. >> if there's not some medical support and some water out there, if somebody doesn't do some efforts to keep crowd control, we could have a problem. >> no word yet from the city as to whether they are supportive of the church's effort. the church has reached out and talked to some symphysis go officials. it says it is just one part of a larger volunteer effort to make sure that those do come here to celebrate 420 are cared for and cleaned up after. we will keep you posted. at golden gate park, scott

rudman, nbc bay area news. a milestone moment for new crowdfunding legislation around the homelessness, drug addiction and theft reduction act. the measure focuses on creating more accountability for serial retail thieves and drug traffickers. today a group called california for safer communities announced it has received more than 900,000 voter signatures, to qualify their proposal for the november election. leaders gathered to turn in this pictures. >> we are here to save lives, to honor those we've lost, and to prevent tragedies through a holistic approach that combines traffic tough enforcement against drug traffickers and compassionate care for those struggling with addiction.>> the registrar of voters will

have to certify the signatures, more than 22,000 signatures will have to be valid to make it to the ballot?>> i have not run into a single person who has not loved this stretch of weather we are having.>> i know, i was talking about it with audrey, earlier, a few minutes outside made all the difference today. we will be able to serve more of that up for you tomorrow, even right through the weekend. we have been real hard pressed to get sunshine on saturday and sunday. take a look at this as we roll into your microclimate forecast. in santa rosa, we've only had four weekends this year that had sunshine on saturday and sunday. we have had so much cloudy weather rolling in on the weekends, and also those rain chances. like many of you out there, it's going to be good to time it out and line it up for the

upcoming weekend. we stay with some dry weather, with this area of high pressure moving in from the south. that high pressure is going to act like a shield, and keep us dry. we will see some fog at times, but that should clear out in the morning. the only thing for tomorrow, if you are doing any traveling, the way the airflow is setting up, we could see some thunderstorms pop over the central valley. it's just a slight chance. we are expected to stay dry through the bay area. some fog to start tomorrow morning, for the afternoon, most of that clears back to allow that sunshine, except in the beaches, where we still hang onto some areas of fog throughout the coastal areas, and some cooler temperatures as well. we started off tomorrow morning in the 50s for the peninsula, the south bay is at 50, similar weather through the east bay and san francisco, and the north bay.

okay, let's get your friday numbers in here across the bay area. look at this, down in the south bay. numbers will cool off a little bit, but not too much, 77 here in san jose, over to the east bay, 73 here in vallejo, 77 in pleasanton, 79 in antioch. here in the bay, 70 in oakland, 62 in daly city, truly ocean breeze there, down to palo alto, 76% for cisco, 69 at the mission and on the north bay, 76 in sonoma. looking ahead, the thing that we may still have an issue with is your allergies. look at the pollen, pine, oak, cedar, sycamore, if we get a little bit of rainfall, it would help with your allergies, we may start to see that chance of some showers by next week. it doesn't look super great, but maybe by next wednesday and thursday, a few pop-up showers move on in, also some cooler

temperatures. generally we stay in the 60s because of that cold ocean breeze. we will hold onto 70's through this weekend, and by next week, we are back down to 65 on thursday. i think that's a reason to celebrate this weekend, and do a lot of nothing outside.>> i like that plan. >> i will never say no to rain. just keep it monday through friday for the time being. >> i like how you think.

the chp is going digital, at least when it comes to minor accidents. in the past, if you are involved in an accident, the officer would give you a handwritten preliminary report, and he would have to visit the chp office in person for a full crash report. now, if you get into an accident, the officer will instead give you a card with a qr code, allowing you to access the online crash portal and crash report, meaning you will no longer need to visit the office and purpose in person. office of medical emergencies got the chance to think the cruise that respond to their calls. locals who survived serious injuries and medical events shared their stories. the first responders who saved them were honored for their
