you're out and about. new chaos at one california college campus as a high stakes meeting takes place in the middle east. we're live in washington with new student clashes and the closed door talks involving the white house. plus, how about no more restaurant surcharge is a new law takes effect today. that means big changes when your check arrives. but the growing concerns restaurant workers say they make mean you will feel the heat. this is today in the bay thanks so much for joining us on this wednesday morning. i'm kris sanchez, i'm here for laura garcia, and i'm marcus washington. a lot to talk about this morning. mike has a look at that commute coming up in just a bit. but that forecast is all up to meteorologist kari hall. and you have been giving us knocks out of the park all week okay. it continues today. it's going to be nice and just a little bit warmer in some areas, but we still have our nice cool, refreshing start to the day. we're in the upper 40s in oakland. it is 50 in san rafael and in san francisco, and we're

at 51 degrees in san jose. a light wind and it will be breezy again today with our high temperature in san jose up to 77 degrees 75 in fremont. and we'll see in the north bay mid to upper 70s as well. san francisco , a high of 68 degrees. tomorrow we're going to see also more nice warm weather a few low 80s on the map. we'll see 82 in fairfield, but mostly upper 70s. and then on friday we're seeing still some warm weather. things change though for saturday. so i'll have a look at that coming up in a few minutes. mike, you're starting out with a look at highway 17. yeah we're looking at the northbound side. so coming into the south bay from the santa cruz side over the hill is smooth, but right around the cats reports of a disabled vehicle or perhaps there may be a bumper still in lanes from an earlier incident. there so we're looking there's a little bit of blip there, but you know, there are a couple of lanes, but very light traffic. we'll track that for folks coming in to los gatos. meanwhile, into the bay area, we have that altamont pass typical,

a little bit of slowing. and there's an earlier crash that cleared 280 southbound right around farm hill boulevard. back to you. all right. thank you. mike, developing this morning, palestinian protesters are organizing a new round of bay area protests to mark today's may day tradition of recognizing laborers. rallies and demonstrations are expected in several cities, from san francisco to oakland, san jose and other cities in between. some of the locations here on your screen on the map. if you have a minute to look, it includes the 24th and west oakland bart stations, golden gate park, san jose's mcenery convention center, and the sonoma county sheriff's office, as well. as we have seen in recent weeks, protests have severely impacted some of the commutes headed to work. last month, demonstrators shut down the golden gate bridge and lanes along 880 in oakland. those incidents led to hours long backups for drivers. at this point, none of the demonstrators appear. quite as large in scope. the demonstrations, i should

say, but in the past, pro-palestinian protesters have not announced plans to shut down bay area highways and bridges ahead of those incidents. a new developments this morning in the middle east crisis here and abroad in southern california, overnight, violent new clashes involving palestinian protesters pro palestinian protesters and overseas secretary of state antony blinken is sitting down with israel's prime minister today in the bay's brie jackson live in washington covering all of this. and brie, we'll start with that incident at ucla. we know that they have been clashing even with each other. what happened overnight, good morning chris. so that chaos playing out overnight amid dueling protests on ucla's campus late last night, pro-israeli demonstrators surrounded a pro-palestinian encampment on campus. those pro-israeli protesters, many wearing white masks and flags around their shoulders, then attempted to dismantle it and at some points, shooting fireworks and using what some believe to

be bear or pepper spray. the pro-palestinian group then used umbrellas to try to shield themselves. police responded and around 2 a.m. officers managed to separate the two rival protest groups. the mayor of los angeles is among those condemning the violence. meanwhile, on new york city's columbia university campus, nypd officers arrested dozens of palestinian supporters occupying an academic hall. here's new video of the scene. when police moved in, activists had barricaded themselves inside the school's hamilton hall, and it adds to the 200 or so arrests already made this week on the columbia university campus. now, the mayor and police now claim many of the latest arrests involve so-called outside agitators who do not even attend columbia. in this video from city college of new york, where police also clashed with some palestinian supporters, this also led to dozens of arrests. police say activists there tried to take over an administration

building. police so far are not identifying any of those arrested or offering details on possible charges. now, fortunately, here in the bay area, bri, the protests have been largely peaceful, so that that's good news for us here. switching gears now, let's talk about the two major allies who are meeting in the middle east right now. so yeah, overnight, us secretary of state antony blinken and israeli prime minister benjamin netanyahu launched a round of face to face talks. here's video. when the pair met in march, the us state department says these closed door talks surround the ceasefire proposal in gaza as part of a hostage deal. blinken is also accusing hamas of standing in the way of that deal. humanitarian aid for gaza is also part of today's talks. the meeting follows a phone call this week between netanyahu and president biden, where the u.s. advised against invading the city of rafah, where tens of thousands of palestinians are

seeking shelter. but netanyahu still vows to do so with or without a ceasefire deal. chris. thank you. brie, we know you'll continue to monitor all that for you. for us. thank you. 506 for you this morning. and if you drive in san francisco at all, you want to listen up to this because starting today, a police crackdown on parking violators today in the bay ginger conejero saab live for us in the city this morning. and, ginger, what exactly are we talking about when we say a crackdown on parking violators. well, good morning, marcus. can i just start off by saying it can be quite confusing? they're typically isn't just one rule to follow. and then possibly break. and starting today, city officials are saying be forewarned. enforcement is stepping up. now they are saying that they will have a particular focus on vehicles that block sidewalks or crosswalks. the bottom line they say sidewalks need to be clear for pedestrians to use them safely. and for the

first time since the pandemic, the department is staffed to target these vehicles. sfmta director jeffrey tomlin spoke last month about parking behavior in the city since the pandemic. given the scarcity of parking control officers that we have faced for several years, there are people who think that the rules don't exist. so we want to make sure that we get the word out that we are finally able to start enforcing all of the rules. it puts a target on our back and we definitely plan on seeing the aggressive, the aggression from the public to come out with that message. and that was the one that works for sfmta to. he says they are already facing aggression from upset drivers, and this could make things worse. now parking tickets in the city for blocking a pedestrian crossing or residential parking can range from over $80 to over $100 for each citation. of course, those violations range depending on

what they are, and of course, not to mention the late penalties. if you miss payment, those definitely add up as well. now there are not those aren't the only violations that will be enforced. each district can expect a week long sweep every three weeks. we're told, every, every month, as well as the regular enforcement. so this is really kind of giving a warning to those who live in the city or those visiting the city. you got to watch out for those signs. marcus those signs. oh, those signs. all right. and it's already tough to park in san francisco as it is. so all right uber it is. all right. thanks, ginger. thanks for reminding me to pay my parking ticket that i got a couple of weeks ago. all right. a new small step in the push to recall alameda county's embattled district attorney, but her opponents are saying it is still falling short. supervisors last night voted to certify the petition to recall pamela price, but they did not declare an election date that will be

announced may 14th, two weeks from now. earlier in the day, price claimed outside money is fueling her opposition, calling the recall push misleading and based on lies. last night, people on both sides of the issue weighed in at the meeting. the special election will alleviate some of the losses that still can happen right now, with her directors there putting on her the burden of eight years ago and even 30 years ago, like come in immediately da pam and just wipe away crime, make us safe. board members are still considering the costs of holding a special election, which could approach $20 million was, some argue, adding it to the november ballot could save money. a late last night, price issued a new statement that in part covered those added costs, saying, quote, the county already faces a $54 million budget gap and the board's decision could add $20 million more debt to that shortfall. this is irresponsible. a special election should not even be on

the table. this should take place on november 5th during the general election. again, that statement from da pamela price. well, consumer advocates are applauding a big decision from state attorney general rob bonta to include restaurants in a new junk fee ban. but some restaurant owners, already fearing that ripple effect. now, once the new law takes effect as bonta announced yesterday, restaurants will be included. it also bans hidden fees on everything from hotels to concert tickets. restaurant customers like the idea here. now, most restaurant owners we actually spoke with, they did not actually want to talk on camera, but they do believe that it won't help their businesses. the restaurants still have some time to prepare for the new law takes effect july 1st. taking a live look at downtown san jose and things are nice and clear right now. but carrie, we could see some sprinkles soon. yeah, we're watching out for that for the weekend. now, today we're going to be clear. warming up

and it's going to be windy and we're already seeing those high winds coming through vacaville that's keeping those temperatures up in the delta. and we're seeing right now a start at 60 degrees. while much of the rest of the bay area is in the low 40s, even low 50s. but then a wind advisory will go in effect until 5:00 today for solano county. there we may see some of those gusts up to 40mph. and it's been windy along the coastline in san francisco. that continues today with winds up to about 30 to 35mph into the afternoon. we'll be tracking that weekend. cool down. but, mike, you're hearing about a new crash in dublin. yeah, but undoubtedly there's some gusty conditions possible for the altamont pass over there in dublin. we see a little slowing. that's where i hear about a new crash getting details from chp 580 near 680 near the dublin interchange. over here. we do also hear about a crash north 101, right about two the 8680 interchange. no slowing shows up here. we do have a live camera. we check it out and that would be right here. no problem. at

a look at how the morning will shape up in vallejo. it is all clear, the wind is calm and we are going to see the wind increasing as we go throughout the day. our temperature is going from upper 40s to low 70s at noon. nice little warm up there and we're also looking at a day with well above normal temperatures. we'll talk about a weekend cool down and a little bit of rain coming up in a few minutes. now the ups and downs here at the high street high-rise for the nimitz and northbound. those tail lights going over the high-rise at the top of the screen coming down, the commute starts to build a little bit past the coliseum, but nothing dramatic. you're at speed through oakland. we'll see how things shape up farther east from here. well, good morning. very happy wednesday to you. a small biotech maker in menlo park, pacific biosciences, has warned the state that it's going to lay off 195 people. many of

the job losses will be in san diego and not here. starbucks says. generally speaking, people aren't spending as much in its stores. it blames slow sales in china, but we'll keep an eye on it because people are not. spending money on expensive coffee can be a sign of a bigger slowdown. now, the fed could absolutely blow up these numbers today, even worse than this, it concludes its two day interest rate meeting at 11 a.m. our time. we already know they're going to keep interest rates high, but if the fed chair hints, they're going to keep them there for the rest of the year, that would absolutely kneecap the stock market, which has been hoping for rate cuts eventually. just days after launching a program to allow any sort of electric car to charge at a tesla charging station, tesla laid off essentially its entire charging staff about 500 people. executives at ford and rivian and gm say they're flabbergasted. stunned they were in the middle of working out all

the details on a big switchover with people who, as of today, don't work at tesla and they don't know who to talk to. the blog, the information was the first to report on the cuts. tesla has in commented on the new layoffs, but they come a week after tesla laid off 14,000. the mercury news and a host of other newspapers are suing openai, saying the company violated their copyrights when they used their newspaper articles to train artificial intelligence, large language models need to study a lot of language, and they use newspapers, among other things, to do it. the new york times was the first to sue. we were just talking about this the other day that ai is running out of things to read. it can't get smarter if it's already read everything, which is why companies are turning to things like youtube videos and podcasts, facebook thought about buying the publisher simon and schuster just so it could read the books. that would work with newspapers, too. openai is worth about 80 billion. most newspapers are worth just a few hundred

we are going to have a breezy day. temperatures headed for the upper 70s 78 milpitas and in los gatos, 7679, in gilroy this afternoon. the 7-day forecast is coming up at the bottom of the screen as we take a look at our highs for today, we're seeing a few more low 80s and walnut creek 80 degrees today, 81, in antioch, and will also see some upper 70s and low 80s for much of the east bay. the peninsula in the mid 70s for the afternoon and san francisco up to 70. in the mission district, but mostly 60s across the city. it's also going to be another windy day and a lighter wind for the north bay, with temperatures in the upper 70s. so as we go through into the month of may, on this may 1st, we're taking a look at how we normally get our rainfall, and we are transitioning to those drier months. so we typically get some rain, but not a lot in napa. what's average for the month of may is about an inch, which usually comes on the front end of the month of may. san rafael

usually gets close to an inch of rainfall. san francisco a little less than three quarters of an inch of rain. and in livermore, what's normal for the entire month is about a half inch san jose, about 4/10 of an inch of rain. we are going to see some rain coming our way for the weekend. this coming in on saturday, it's also going to be much cooler. it's out of here by sunday, but it's still going to be chilly, and some of our models are showing that we could see some decent amounts of rainfall for the north bay, about a half inch or more, and we could see a few hundredths of an inch of rain for other areas. so it is trending a little wetter for our saturday, with highs only in the upper 50s. we'll start to see those temperatures rebounding on sunday, but early next week we're seeing highs back in the low 70s. and mike, so far things look pretty calm. yeah pretty calm. the earlier crash on 101 in san jose looks like it's cleared the earlier slowing i thought we were going to see develop at the dublin interchange has cleared. so i'm going to refresh with the update from chp. let you know if there's any issues for the

live this morning with some of the labor related actions that may ultimately involve opposition to israel's war in gaza. here at home, the tie is broken in a high stakes congressional race, but there's still a lot of controversy here. details on the ballot still hanging in the balance in santa clara county this morning, helping bay area families back on their feet as unusual new guaranteed financial assistance programs for families transition from the streets to this is today in the bay. good morning to you. on this wednesday, i'm marcus washington and i'm kris sanchez. let's start with a look at our forecast meteorologist kari hall tracking what we can expect. there's a lot going on behind you right. yeah. so we start out with windy and warm weather today. and we're going to see still some warm weather for the next couple of days. breezy near the coast and in the delta. and then for the weekend we'll have rain coming back with cooler temperatures. we're talking 50s and 60s all around

the bay area so we're enjoying the sunshine and the mild temperatures today in mountain view it will be 55 at 8:00. your noontime temperature 68. so you'll want to take lunch outside and we'll be in the mid 70s for this afternoon there san jose as well as livermore 77 and 78 today in napa. so we'll talk about the changes ahead. mike, you double check the reports for dublin. did i saw a little bit of slowing pop up. once again that's just the interchange approach there. the crash has cleared without any other issues. highway 84 shows a little bit of a build. no surprises for the tri-valley. we have these arrows showing you highway four, highway 37. typical spots. no surprises there as well as we predict a little bit of slowing kicks off on those two early spots. the bay bridge does see more traffic flowing, but no metering lights just yet. that's a beautiful view here. top of the screen you can just see that sunrise coming up and we see that traffic flows into san francisco. those metering lights should be turned on in just a couple of minutes. back to you. thanks, mike. developing this morning preparations for a day of

protest. may day. always a day where we see labor related rallies happening. but this year there's an added dimension as frustration and anger grows over the war in gaza today in the bay's bob redell live for us over at uc berkeley this morning. this is where palestinian supporters continue their tent protest there. so, bob, are you hearing anything about plans there today? not at cal, not that we're aware of. good morning to you, marcus and kris. you still have the encampment outside sproul hall here. that's been here for a couple of weeks. there's a number of tents, but they have they have been peaceful and they have not been disruptive to campus operations as far as we know. we don't expect that again today. other demonstrators traders, though, have announced plans to be disruptive today in oakland, san francisco, san jose and other parts of the bay area. if you're not familiar, today is may 1st, also known as may day, which is historically been a day of action. as you can see on

this map we put together for you, there are several planned locations. for example, later this morning there's a planned action at the 24th street bart station in sf this afternoon, there's another demonstration aimed at shutting down the port of oakland. now, in recent weeks, protesters have shut down the golden gate bridge and 880 in oakland. and just point those out as an example. it's not clear if those demonstrators will target roads today, too. now, this is a live look from sunnyvale, where today, over 20,000 janitors who clean some of the largest tech campuses in silicon valley are planning to walk off their jobs. this is to protest the fact that they don't have a new contract to replace the one that expired yesterday. they are threatening to go on strike next week if they can't come to a new agreement. and this was the scene yesterday at cal poly humboldt, where police arrested at least 25 protesters. this was part of a sweep of the university to remove protesters who've been occupying the campus for over a week. those arrested

face a range of charges depending on the individual circumstances, including unlawful assembly, vandalism, conspiracy and assault of police officers. and this was the scene last night at columbia university in new york city, where nypd moved in to clear campus buildings of protesters. they made several arrests. and you contrast that to the campuses here in the bay area, where, again, protests have been peaceful. this is white plaza at stanford university, where there's an encampment with signs. protesters at stanford university were watching what was happening last night at columbia. our hope that people around the country will use them as a model for action and for change. honestly, i pray for them and i thank them because they are leading a very, very difficult fight. so again, we're back here at uc berkeley where you have this encampment of pro-palestinian demonstrators. they've been camped outside sproul hall next to sproul plaza

here for a couple of weeks. and again, they've been peaceful and as far as we know, have not been disruptive and have no more plans to be disruptive today, on may day, as far as we know, reporting live here at cal bob redell today in the bay, i hope you just stay safe. thank you bob. we're going to have continuing coverage of any may day protests and rallies that come up all day long. be sure to make sure that your app is up to date. you can download it and you can find it in the local app store. well, a live look at the state capitol this morning. this is where this week leaders are helping mark a national day that commemorates indigenous people missing or murdered. tonight there will be a vigil happening on the capitol steps. now, prior to that, an assembly budget subcommittee hearing will address that matter. first partner jennifer siebel newsom will be speaking at that vigil. and if you would like to learn more about the history, fight and resilience of indigenous people in california, you can watch our race in america story covering the challenges indigenous people face,

including those growing numbers of missing and murdered tribal members. you can watch that online. that's nbc bay area.com/race in america. while we finally have the results of that recount in the closely watched race to replace retiring congresswoman anna eshoo, the tie for second place between these two gentlemen appears to have been broken. santa clara county published its results yesterday afternoon and evan low gained 11 votes. joe simitian gained seven. the recount found no change in san mateo county, so for now, low is ahead by four votes. if it stands low, will face former san jose mayor sam liccardo in november. however, it is not over yet. there are still 16 ballots in their envelopes in san mateo county that have never been counted, so those votes are still being challenged. the ballots arrived after the deadline, and both the county and postal service are investigating the postmarks on

the envelopes to decide whether they should be admitted, what what they have to look for right now is there a full postmark, are there may be two, which sometimes can happen. is one, what about a postmark that isn't fully stamped? only partially. what do you do with that? what do you do about the ballot without a postcard? in which case you have to go back and you can trace it. the post office can trace these things as to where they came from. the recount was requested by a former liccardo campaign staffer, and after weeks of steering clear of questions, liccardo issued a statement saying, quote, i did not request this recount. neither i nor anyone in my campaign has communicated with padilla or his donors about the recount. the former mayor goes on to add candidates and their campaigns cannot lawfully communicate with independent expenditure groups. well, it's 538 for you this morning and there is a saying mess around and find out. well, in san mateo, a suspected shoplifter picked the wrong store on the wrong day. yeah,

this is new video of police chase. and they detained that man suspected of stealing from the target store. this is at the bridgepoint shopping center. it happened on march 14th. and on that day, an organized retail task theft task force happened to be working in that area. now, the task force is made up of officers from daly cities and bruno and san mateo. since it was created last october, the group has arrested 88 people suspected of shoplifting and being able to dedicate resources to combat organized retail theft has, has been a great thing. and we're we're seeing results from it. so. well, so far the task force has recovered more than 700 items worth about $23,000. what a surprise for those suspects. new. this morning, two bay area nonprofits are teaming up with a silicon valley giant to offer guaranteed financial assistance for families transitioning off the streets. the san francisco compass family services and hamilton families

are rolling out a privately backed monthly income program for families experiencing homelessness. google is funding what amounts to a five year research program. there is a catch, though, of the 450 randomly selected families, only half will receive $1,000 a month for one year. no strings attached. the other half will receive $50 a month for one year. and while you is researching the long term impact, and one of the organizers says this will provide insight on the longer term impact from cash assistance. the idea is to show that an infusion of guaranteed basic. income for a period of time is the boost that families need to achieve lasting stability. we want to make sure that when we house a family that they're able to stay housed. our only families living in subsidized housing will be able to take part in this study program. well, happening today ferry service between san francisco and sausalito returns.

you may remember the golden gate ferry suspended that service earlier this month. that was after an inspection show that structural issues at the sausalito pier. crews have now finished the repairs, and that pier is once again have been deemed safe for ferry service. all right, let's take a live look over the bay bridge this morning. as the sun is coming up, the water looks so smooth and glassy out there, carrie, but it's windy. yeah, it has been so windy these past few days, and it still will be breezy today right now though, the wind is calm in san jose and oakland. san rafael wind only at four miles per hour and a light wind in san francisco at nine. that will pick up to possibly 30 to 40 later today. as we take a look at our beautiful start to the day in san jose, we'll continue with sunshine, warming temperatures. we'll see highs in the mid 70s for today, up to 77 for the south bay and 81 for fairfield, and 80 in concord and some mid to upper 70s for the

north bay. so we're enjoying some nice mild spring weather. but this weekend it will feel like winter. so we'll talk more about that in a few minutes. and mike, the bay bridge commute is right on schedule. yeah, it feels like normal here. you know, this is beautiful to me. we saw the earlier sunrise, but now you see the beautiful water here. and the backup. nice orderly. slowly starting to build as the metering lights have been on for about 5 to 7 minutes over here. and so that's coming out of oakland without any problems. the berkeley curve. there's the slowing. there's highway 37 with the build. there's highway four with the build. so everything as we predict for your morning commute a good note. you guys just talked about this golden gate ferry. the sausalito pier has been repaired. so we have restoration of service between sausalito and san francisco over the water. we're using the bus bridge of course, for the last week as they had to make those repairs over here a little change. coliseum athletics play there 1237 game. so it's a midday game. that means at the evening commute starts to build past the coliseum. you may see some more folks joining in from the crowd over there at the

start to our day as you're heading to work in the north bay. as we take a live look outside in san rafael, we're going to see temperatures in the upper 40s at 6:00 and then headed for the upper 50s at 9:00. you can see how fast things warm up into the early afternoon. at lunchtime at 70 degrees, and then for our high in the south bay, we'll be up to 78 degrees in east san jose, morgan hill 77 and 76. in los gatos, the 7-day forecast is already up at the bottom of the screen. freeman we're going to see a high of 76 while here in walnut creek. we'll see a high of 80 and 72. in san mateo, san francisco, 69 in the downtown area and 78 in napa, as well as sonoma and santa rosa. so we're feeling some slightly warmer than normal temperatures. but things changed this weekend with a cold front dropping in as well as some rain. the sierra will get some snow, and we're going to see a pretty decent amount of rain compared to what we've seen in some of the previous runs of

the computer models. but then we do go back to some dry weather, and we're looking at the possibility of rainfall reaching anywhere from about a half to three quarters of an inch of rain in the north bay. we're also looking at about a half inch of rain, or less, from the golden gate bridge on southward across the bay area, and looking at our sierra snowpack, we're still at 92% of normal around the lake tahoe area. the northern sierra at 111% of normal. and we're going to see additional snowfall for the weekend. this is pretty significant. over the next several days, we could see about seven to possibly 21in of snow in kingvale, all coming mostly on saturday. but then we're seeing things drying up for early next week and temperatures warming up as well. mike, you're seeing that traffic build now from the east bay. yeah, no surprises. but you know the bay bridge toll plaza just about full. look at that nice easy drive off the overcrossing. but that's where you meet with all the other folks. and that's a pretty traditional pattern. the
